Regional Integration
From a focus of international intervention to an influential participant in global forums, and ASEAN’s 11th member state.
Timor‑Leste has long recognised that international engagement is fundamental to its identity and sovereignty. Its independence was not only a domestic achievement but a global one, secured through the support of the United Nations and the solidarity of international civil society. This understanding has guided the nation’s evolution into a proactive and principled member of the global community.
Since 2002 Timor‑Leste has transformed from a focus of international intervention into an influential participant in global forums. As a committed member of the Community of Portuguese Language Countries (CPLP), it maintains vital cultural and diplomatic ties across the Lusophone world. It has emerged as a leader in peacebuilding through its stewardship of the g7+, a voluntary association of 20 fragile and conflict-affected states, and has become a leading voice in defining international standards for state-building and resilience.
Regionally, Timor‑Leste’s persistent efforts in capacity building and infrastructure culminated in its accession to ASEAN in October 2025, a milestone in its economic and political integration within Southeast Asia.
Perhaps most telling is the country’s shift from recipient of development assistance to donor. By supporting electoral processes in countries such as Guinea-Bissau, Timor‑Leste has demonstrated a commitment to democratic stability and South-South cooperation.
